Projects have to involve at least one Latvian and one Lithuanian partner, which is registered or permanently located and actively operating in the eligible territory of the Programme. One of the Project Partners has to be appointed as a Lead Partner.
Project partners can be:
- local and regional public authorities;
- national institutions;
- public equivalent bodies such as educational, business support, culture, social organisations, associations, development agencies, etc.;
- non profit non-governmental organisations.
