After registration at the Joint Technical Secretariat, each application is subject to a two-step assessment procedure.

1. Technical eligibility check

At first, applications are checked against the technical eligibility criteria by the Joint Technical Secretariat. The necessary verifications are carried out in co-ordination/ cooperation with the relevant national authorities. In case the application does not fulfill the technical eligibility criteria, it is not assessed for quality.

During carrying out of verifications of applications for compliance with technical eligibility criteria, the Joint Technical Secretariat may ask additional or missing documents to be submitted within the set deadline.

2. Quality assessment

Secondly, applications that fulfill the technical eligibility criteria are subject to quality assessment. The Joint Technical Secretariat and external experts, if necessary, carry this out. The quality assessment, which is based on the quality criteria results in a ranking list to be submitted to the Joint Monitoring and Steering Committee (JMSC) for selection.

The assessment of strategic relevance of applications is undertaken by the JMSC at its meetings. The members of the JMSC organize the National Sub-Committee meetings involving sector ministries and social economic partners before the JMSC meeting. In the scope of National Sub-Committees the submitted applications are being evaluated regarding their compliance to the relevant sector policies and their contribution to local, regional and national development objectives.
