About 3rd Call

Time frame

3rd Call for Proposals of the Latvia–Lithuania Programme was launched from 9 December 2009 with the deadline of 12 February 2010.

Priorities

3rd Call for Proposals is aimed to achieve Latvia-Lithuania Programme indicators that are not fully fulfilled by projects supported within first two Calls for Proposals, therefore four Directions of Support will be opened.
Projects should directly contribute to the indicators provided in the table below:

I PRIORITY
Direction of Support 1
Facilitating Business, Labour Market and Research and Technology Development
Direction of Support 2
Improvement of Internal and External Accessibility of the Border Region
Supported activities:
  • Improvement of the business sites
  • Creation business support  institutions (units)
  • New networks for business and research cooperation
  • Joint strategies and plans regarding improvement of business related infrastructure and business promotion services
  • R&T programmes
  • Cooperation of vocational education institutions and enterprises
Supported activities:
  • Strategy on improvement of cross border road infrastructure
  • Elaborated strategies on development/ improvement of urban and/or rural planning
  • Research on cross-border transportation needs
  • Concept on development of cross-border transportation
  • New cross-border bus lines created
  • Improved harbours’ communications systems
  • Joint webpages of cross-border regions
II PRIORITY
Direction of Support 1
Enhancing Joint Management of Public Services and Natural Resources
Direction of Support 3
 Development of Active and Sustainable Communities (small project facility)
Supported activities:
  • Joint social and transportation services
  • Joint rescue teams (excluding joint fire brigades)
  • Concepts on joint action in protecting cross-border environment
  • Joint environment protecting activities
  • Joint environmental monitoring system
  • System for natural and technological risks prevention and early warning system
  • Supporting local energy production, creating renewable energy and alternative energy sources
  • Campaigns on raising environmental awareness
  • Joint activities on preserving the protected areas
  • Activities on improving joint waste management
Supported activities:
  • Cooperation between border region municipalities
  • Joint social projects
  • Joint youth related projects

Eligible Applicants

Local and regional public authorities; national institution; public equivalent body; non-governmental organisations.

Projects have to involve at least one Lithuanian and one Latvian partner, which is registered or permanently located and actively operating in the eligible territory of the Programme.

Budget available 

There is ca EUR 25 million available from the European Regional Development Fund (ERDF) for the projects.

Co-financing rate 

Programme is co-financing 85% of total project eligible budget.

Submission of applications

Applications must be send by email and post (date post stamp) to the Programme’s Joint Technical Secretariat no later than 12 February 2010.
