First Level Control (FLC) Guidelines 

The Guidelines are primarily aimed at the staff working for the first level control bodies (hereinafter – FLC) in MSs as well as for the lead partners (hereinafter – LP) and project partners (hereinafter – PP) of the projects and provide information on the minimum requirements of the first level controller’s (hereinafter – controller) verification process and on the overall scope of the controller’s work. The Guidelines establish the basic principles on who is entitled to carry out the FLC and what are the responsibilities and scope of work of the controller.

The Guidelines are divided into separate chapters aiming at illustrating the control process in the Programme. While the Programme Manual covers a wide range of project management issues, these Guidelines concentrate mainly on issues of the FLC. The user of these Guidelines has to look more closely into the Programme Document and the Programme Manual on matters of project management and implementation as well as the national eligibility rules and legislation of the MSs that need to be taken into account during verification process.

Partner report forms and list of participants form are part of this guidelines and should be used by all PP and LP  when  report their expenditures to their FLC.
