Subsidy Contract -  the contract between the Managing Authority and the project ‘ s Lead Partner laying down the rights and responsibilities of the approved grant. The contract could also indicate the possibility to de-commit money from under-performing projects.

Taking into account the decision made by the Joint Monitoring and Steering Committee of the Latvia–Lithuania Cross Border Cooperation Programme under European Territorial Cooperation Objective for 2007-2013 during its 3rd meeting on 24-25 September 2009 in Jelgava, Latvia, projects are offered to apply simplified ERDF co-financing payment method. Therefore also two draft models of Subsidy Contract are prepared and published: one model in case if project will decide to apply the simplified payment method and another model in cases when project will reject offer to apply the simplified payment method.

Simplified payment method foresees two payments of requested ERDF co-financing: 70% from requested ERDF co-financing is paid to the Lead Partner when Progress Report is verified by the First Level Controller, submitted to the JTS and confirmed by the JTS and Managing Authority but rest of requested ERDF co-financing amount is paid to the Lead Partner when Progress Report is approved by the JTS and costs certified by Certifying Authority.

Partnership Agreement is a legal agreement established between the Lead Partner and Project Partners determining division of mutual responsibilities among them. The Partnership Agreement must be concluded and submitted to the Joint Technical Secretariat when submitting the signed Subsidy Contract: only then the project will receive the co-signed Subsidy Contract from the Managing Authority.
