Daugavpils and Rokiskis are two border towns have unique cultural environment. Culture centres there play a big role where both locals and visitors can receive various services, meet together, listen to music, watch a play or actively participate in the activities of different clubs, communities and festivals.

Unfortunately at present both culture centres in Daugavpils and Rokiskis are in dramatic conditions: they are dark, cold, with damaged furniture, sound and light systems. They were built 30-40 years ago and since then have not been properly renovated. Management of the centres does not correspond to modern requirements. Such problems united both project partners and encouraged them to look for solutions.

The project aims at strengthening and promoting of cultural alliance between Daugavpils and Rokiskis. It is planned to improve infrastructure of the Culture centres in both towns. International Theatre and Circus Festivals as well as other events will be organized in reconstructed halls. Cultural managers will participate in trainings and will raise their competence; this will be a first step introducing a new modern management system.

All project activities will result culture centres becoming more attractive and accessible for different social groups including people with limited abilities and families with small children, thus enhancing cross-border cooperation and facilitating the positive image of the area.

• The first training on effective cultural management f was organized (23.04.09.) in the Daugavpils City Council. Management Expert conducted the training session, which for better results included also questionnaires, interviews, practical work "in groups",etc. The development of further training programme in accordance with specification of participants was started, the training direction was fixed. 
• One culture management experience exchange seminar visit was organized in Rokiskis, where Daugavpils culture field representatives introduced with Rokiskis Cultural centre experience, as well as, with Rokiskis district culture management system, and visited Rokiskis Theatre festival "Interrampa". Programme participants and expert together with training company started to collect materials for Management Manual.
• Renovation works are sucesfully completed at Rokiskis Cultural Centre.
• Project partners from Rokiskis organized international Theatre festival. Daugavpils starts to prepare for Circus festival "Parad Alle".
