Jelgava city, Jelgava region and Siauliai county municipalities has a long lasting experience in cross-border cooperation. The Agreement on mutual assistance in cases of disasters, technogen breakdowns, fires and road accidents, concluded in 2000, started the mutual co-operation in the area of risk management. After implementation of two research projects financed by the Phare Credo programme, Zemgale and Siauliai regions implemented the project „Cross-border initiative for creation of emergency management system of disasters in neighbouring regions of Latvia and Lithuania” (2006-2008, co-financed by INTERREG III A). The overall objective of the previously mentioned project (Phase I) - to ensure accessibility, quality and effectiveness of disaster management and emergency recovery services in Latvia and Lithuania – has been attributed to implement the Project (Phase II). The Project combines 5 Project partners (Jelgava City Council, Siauliai City Council, State Fire and Rescue Services of Latvia and Lithuania and Jelgava Region Council) and many other stakeholders at national and local level, which are involved in risk management. Phase II is based on two main outputs reached during Phase I: the Risk Management System Strategy and the Risk Management Information System. Phase II facilitates implementation of three main priorities set forth in the Strategy: Legal and institutional development, Establishment of data exchange system in risk management and development of risk management infrastructure. The key project outputs are updated and created civil defence plans of regional and local municipalities (including risk assessment in territories of Project partners), improved Risk Management Information System (creation of data basis, including geographical information systems, a pilot GPS navigation system and intelligent transport management system), improved risk management infrastructure (the hardware and software, ambulance fleet and transport for emergency operations on water) etc. Project main target groups are local, regional municipalities and state emergency operation entities in both regions. Project results include established cross-border risk management system, which can be further disseminated in Zemgale and Siauliai regions as well as multiplied in other regions of both countries. The Project will foster creation of effective cross-border co-operation in emergency situations, thus improving safety of citizens and physical assets in both sides of the border.

Progress report:
Within the Project: - The improvement process of Risks Management information system (RMIS) has been made.
- The International study tour (experience exchange visit) to Risk management centers has been organized.
- The necessary emergency equipment have been provided for Jelgava branch of State Fire and Rescue Service - modernization of telephone exchange, purchase and upgrade of four wheel drive vehicle for emergency operations on water.
- The Siauliai city council (Project partner 2) has purchased and equipped tow ambulance cars for Siauliai Emergency Health Care Centre and renovated Siauliai Emergency Health Care Centre (556 m2).
- The Siauliai region fire-fighting and rescue council purchased the necessary IT equipment (8 computer work stations) for fire and rescue services in 6 municipalities – Siaualia, Akmene, Janoskis, Pakruojis, Radviliskis, Kelme).
- The mobile multipurpose centre of risk-management for Siauliai branch of Lithuanian SFRS have been purchased.
- The mobile multifunctional center, 2 ambulances cars and necessary IT equipment delivered in Siauliai.
