The birth of the project was determined by a number of problematic aspects in the field of cultural cooperation of a border region bodies. Project partners decided to deal together with these problematic issues by implementing this Project.

Ongoing cultural cooperation between Radviliškis and Bauska districts is not consistent, mostly it occurs in summer when weather conditions are favourable to held events. This factor prevents formation of a coherent and systematic cultural cooperation traditions between Latvian and Lithuanian border region inhabitants. After implementation of Project activities, there will be established two places of permanent assembly by reconstruction of two premises – one in Bauska district, one in Radviliškis district. These places of permanent assembly will be for organization of cultural events, festivities for Latvians in Lithuania and Lithuanians - in Latvia. In this way both parties will promote cohesion and awareness in cultural area.

Project partners will create a concept of common cultural cooperation will be created. It will be released in a form of joint cultural events calendar. Some cultural events will be implemented as pilot cultural events during the project in order to decide what should be improved. People working in the field of culture will improve skills and competences especially in representing their culture to another country and also in organizing events in attractive manner for general society. This level of these competences directly influences the quality and consistence of cultural cooperation.
